Focus on Overseas Rights Protection, Supporting Chinese Enterprises Going Global
The National Center for Overseas Intellectual Property Dispute Response is a public-service institution jointly established by the China National Intellectual Property Administration (CNIPA) and the China Council for the Promotion of International Trade (CCPIT). Its mission is to address the challenges and pain points faced by Chinese enterprises in overseas IP disputes during their globalization process, by providing efficient risk prevention and dispute resolution guidance.

As Chinese enterprises accelerate their global expansion, the capacity to manage overseas IP disputes has become a critical component of international business security. Establishing an expert pool with global vision and cross-border practical expertise is of strategic importance in enhancing the level of legal aid available to Chinese enterprises in overseas IP matters and in building a comprehensive overseas risk management system.

Deep Practice in Cross-Border Law, Delivering Global Compliance Solutions
As a seasoned practitioner in cross-border legal services, Attorney Qin Li has accumulated substantial hands-on experience in Sino-U.S. IP dispute resolution, overseas patent and trademark risk response, and the development of legal compliance frameworks for outbound business operations. He has repeatedly assisted Chinese enterprises in safeguarding their legitimate rights and interests in complex cross-border legal environments. Under his leadership, the Concord & Sage IP team has provided full-spectrum IP legal support for outbound investment, cross-border M&A, and overseas listings.

In the non-contentious and compliance practice, the team acted as U.S. legal counsel for HALO ASIA Co., Limited in its US$7 million acquisition of Asian trademark assets from U.S.-listed company BETTER CHOICE COMPANY INC., leading the full scope of trademark due diligence, assignment recordal, and international compliance review. The team has also provided U.S. IP compliance and brand protection strategy support to well-known Chinese enterprises, including Zhengxin Chicken Steak, TUHU Car Inc., and Shanghai Innostar Bio-Tech Co., Ltd.

In IP litigation, the team possesses in-depth knowledge of the U.S. federal judicial system and maintains an active trial practice before the U.S. District Court for the Northern District of Illinois, the Central District of California, and other federal courts. In plaintiff-side enforcement actions, the team secured settlements of up to US$1 million per case and over US$10 million cumulatively in trademark enforcement series such as OFSLWJ and MILIPOP, through aggressive enforcement and effective negotiation, substantially protecting clients’core commercial interests overseas.

This appointment as a National Expert on Overseas Intellectual Property Dispute Response not only serves as an authoritative recognition of Attorney Qin Li’s professional competence and cross-border practical capabilities, but also underscores his active role in assisting Chinese enterprises in navigating overseas legal risks and ensuring outbound compliance.

Concord & Sage PC has long been committed to providing high-quality cross-border legal support to global clients, with particular strengths in outbound investment and international compliance, backed by deep international resources and professional expertise.

Looking ahead, Attorney Qin Li and the Concord & Sage team will leverage this opportunity to actively support the National Center’s initiatives, drawing upon their expertise in foreign legal environments and cross-border practice to address the rights protection and compliance needs of Chinese enterprises, and to safeguard their sustainable innovation and steady global expansion.
